Hong Kong-Zhuhai-Macau Bridge

Pinsent Masons consortium of law firms have been appointed by the Governments of Guangdong, Hong Kong SAR and Macau SAR to provide legal services for the RMB38bn Hong Kong-Zhuhai-Macau Bridge project, one of the largest and most significant infrastructure projects in Asia for many years.

The project consists of a link between Hong Kong, Zhuhai and Macau and comprises bridges and tunnels and a number of facilities on artificial islands. It will be extremely complex from a legal perspective as it will join three legal jurisdictions governed by three different legal systems (PRC, Hong Kong SAR and Macau SAR). The main part of the bridge is 29.6kms long and the tunnels will be 6.75kms. Initially, the Pinsent Masons' Consortium role will be to prepare the intergovernmental agreement between the three Governments. We will also design the legal framework for the organisation that will form the Employer party.
