International law firm Pinsent Masons has advised the Police and Crime Commissioner for Staffordshire (the PCC) on the procurement of a strategic IT partnership with Boeing to execute a force-wide IT transformation programme with an estimated contract value of £110 million over 10 years.
The contract will result in Staffordshire Police pioneering a fundamental investment in police IT systems in line with the Home Office’s transformation programme.
Pinsent Masons worked with the PCC on the design and implementation of the procurement process. We advised on the contract documentation, competitive dialogue and consideration of innovative models to meet the PCC's transformation objectives.
The team was led by commercial partner, Clare Francis, supported by partners Chris Mordue and Nick Stones, associate Danielle Clifford and solicitor Claire Gamage.
Clare Francis said: "This is a really exciting development for the sector as it breaks new ground in meeting the government agenda for improving efficiency. Through the procurement the PCC is challenging the private sector to work differently with the public sector through a truly collaborative partnership. Having worked with the West Midlands Police previously, the PCC was able to benefit from our team's experience in implementing a smooth procurement process."
The Strategic IT Partner contract is between the Office of the Police and Crime Commissioner for Staffordshire and Boeing.
Staffordshire’s Police and Crime Commissioner, Matthew Ellis, said: “The ambition I set out in 2013 for Staffordshire Police to be the most technologically advanced local police service in the country is already on track but the partnership with Boeing will take the progress made to a whole new level.
“As crime becomes more complex with borders for criminals swept aside because of the Internet and social media it is essential that we ensure police have the right technology to tackle crime locally and far wider.
“Doing that requires closer working, co-ordination and communication with the wider public sector in Staffordshire but also the ability to share appropriate information more effectively with other police and security services nationally. In Staffordshire I am confident we are well placed now to meet the changing needs for the future. The advice and support provided through Pinsent and Masons was very professional and thorough.”
The ground-breaking partnership contract represents something new in the sector as UK police forces strive to meet and move towards the integration of new systems to help police officers improve processes and provide a better, more stream-lined service for the community. This partnership contract, announced by the Police and Crime Commissioner for Staffordshire, will help in this journey and dramatically improve policing in Staffordshire.
