Advised the Department for Culture, Media and Sport on the funding agreement and a range of legal and regulatory aspects regarding a £1 billion arrangement with the UK's four largest mobile network operators to create the 'shared rural network' to improve mobile coverage across the country.

Simon advised the Post Office on Project Panther, the acquisition of Payzone. This was a complex asset purchase deal involving due diligence across the entire Payzone business, coordinating advice from competition, procurement, state aid and IP experts within Pinsent Masons. Simon and team also lead on the transitional services agreement put in place for a reasonably lengthy period from deal closure.

Simon advised the Minsitry of Justice on the Bail Accommodation Support Services procurement. Simon provided strategic advice, working closely with the MoJ team to ensure the contract is fit for purpose, including a detailed review of the operational and finance provisions. The project is a strategic policy imperative for MoJ and we advised on how aspects from the incumbent contract could be significantly improved in the new procurement.

Simon has advised Smart DCC Limited (a Capita Group company) on its IT programme to develop a data and communications hub that will enable communication with SMETS1 smart meters for the UK energy sector. This will involve a significant upgrade to the technology and data platforms in place currently for the SMETS1 (initial wave) meters. The project involves a multi-stakeholder group and involves aspects of agile software development.

Advised a client on its bid for an Irish smart grid and smart street lighting project. This involved provision of advice in relation to the regulated procurement process in Ireland.

Advised the Nuclear Decommissioning Authority on the procurement of a range of IT and outsourcing services, including use of existing public sector frameworks. Advice was needed on the extent to which existing contracts could be developed with bespoke requirements and the extent of negotiations permitted with bidders (running in parallel).

Simon advised the Cabinet Office on its procurement of pensions administration services for the Royal Mail Statutory Pension Scheme (RMSPS), the 6th largest public sector pension scheme in the UK with approximately 400,000 members and pensioners. Given the novel nature of the arrangements, which involved two pensions schemes being provided to beneficiaries seamlessly, Simon advised on the structuring of the deal at the outset, which included considering whether a JV structure (between Cabinet Office, Royal Mail Pension Trustees Limited and a third party service provider) would be viable, potentially using a exemption from the Public Services Regulations. Simon led the team providing sourcing, structuring, procurement, employment and pensions and state aid advice at this early stage to consider the options and risks and determine the most appropriate procurement route.
