Liverpool resolves to approve 366-home Pumpfields scheme


Liverpool City Council has resolved to approve plans for a 366-home mixed-use development in the 'Pumpfields' area to the north of Liverpool city centre.

Development company Industrial Workshop (Pall Mall) Ltd applied to the Council last year for permission to partially demolish vacant industrial warehouse buildings at 70 to 90 Pall Mall and to redevelop the site to provide a mix of homes, offices, retail and leisure space and a multi-storey car park.

The historic warehouse frontage along Pall Mall would be retained under the plans, and altered to include new window openings and entrances. Behind the frontage, six distinct blocks between seven and eighteen storeys high, a five-storey car park and an area of public realm have been proposed.

The new buildings would contain 366 homes, including 39 'live/work units' and a mix of studio to two-bedroom apartments, and would be linked by a series of public, semi-public and private green spaces. Office space adding up to 2,105 square metres would occupy parts of the ground, first and second floors of the development and a shop and a café or bar would be included within the ground floor, under the plans.

The developers have proposed a gym, a spa and a restaurant within the upper floors. The multi-storey car park would provide spaces for 516 cars and the plans include provision for 388 cycle parking spaces within the development and a further 30 in adjacent areas of public realm.

The plans were discussed at a meeting of the Council's planning committee this week, having been recommended for approval, subject to conditions and the completion of a section 106 agreement, in a planning officer's report.

The report said the proposal would "set a high-quality design benchmark for the future regeneration of [the] 'Pumpfields' area and potentially provide a model for future large scale mixed-use development elsewhere in the city".

"The residential units will address an identified local housing demand and assist with the city's housing land supply, contributing towards a balanced living community," the report said.
