Caroline heads up both the Procurement and State aid practices in Pinsent Masons.
She advises both the private and public sector on complex public procurement transactions across the UK and internationally. She is adept at advising under both the European procurement regime and also the World Trade Organisation trade rules. Caroline regularly advises on the structuring and conduct of procurement processes as well as contentious procurement litigation.
In terms of State aid, Caroline advises private sector aid recipients as well as the public sector aid granting authorities. She has prepared and made notifications to the European Commission as well as applied other State aid ‘solutions’ such as the application of block exemptions. Caroline has experience of contentious State aid litigation before both the UK and European courts.
Caroline has specialist experience of the real estate, infrastructure, energy and manufacturing sectors.
