About Gurmeet Kaur

Gurmeet has been based in Dubai since 2007. She has advised public and private clients on various public private partnerships (PPP) and project financed projects including advising on structuring, procurement, regulatory, corporate and commercial issues and contractual documentation. Gurmeet has over 18 years experience.

Gurmeet is a board member of Middle East Solar Industry Association (MESIA) for the 2016 -17 term and has spoken at various conferences. She also advises on construction litigation matters and has an Advanced Certificate in International Arbitration from the Chartered Institute of Arbitrators.  She has also written various articles on PPPs and legal issues in the energy and infrastructure sectors in Middle East.


A selection of her recent experience includes advising:

  • the PPP Central Unit within the Ministry of Finance of Egypt in relation to Nile River Bus PPP project. Our scope of work encompasses all legal matters including legal due diligence, advising on the legal regime, feasibility study, risk analysis,  drafting of tender and contract documentation and negotiations with bidders.
  • PPP Office of Bangladesh on policy development and development of standard documentation for procurement of and terms of PPP transactions, development of process flow for procurement, advice on transaction execution, project evaluation, etc across various sectors.
  • Ministry of Economy of Qatar in relation to drafting PPP Law and implementation of PPP project in Qatar.
  • the Dubai Roads and Transport Authority on a number of projects including:
  • the renegotiation of the concession agreement with the incumbent operator Serco plc on the $8b Dubai metro project and preparing a feasibility study for the expansion of the Red and Green metro lines using innovative transit oriented real estate developments as a source of funding.
  • marine sector PPP project.  The project involves outsourcing the operation and maintenance of water buses, water taxis and ferries operations run by the authority and developing related infrastructure such as docking stations Gurmeet advised on all legal matters including legal due diligence, advising on the PPP Law and Dubai legal regime, feasibility study, risk analysis, drafting of tender and contract documentation.
  •  legislative review to improve commercial and tourist sector in Dubai and a tram legislation project to implement the Al Sufoh tram project. This involved conducting a review of Dubai legislation and benchmarking against a number of international jurisdictions and providing recommendations for the implementation of new law.
  • Qatar General Electricity and Water Co (Kahramaa) on the US$3 billion ‘Facility D’ IWPP. This project won the Deal of the Year at the IFLR Awards 2016.
  • Aqualia in the new Cairo wastewater PPP project – the first PPP project in Egypt under the Egyptian PPP Law.
  • Nakheel PJSC in connection with the procurement, development and financing of a number of utility services including 5 wastewater treatment facilities, two reverse osmosis desalination plants, district cooling facilities and waste treatment facilities across a number of developments including Palm Jebel Ali, Waterfront, Jumeirah Golf Estates, International City and  the “World” development in Dubai.
  • a government utility in the GCC respect of procurement of an 800MW gas fired IPP project in Oman. Our role includes advising on the procurement, preparing all project document including the PPA, the ECA, the usufruct and other relevant contracts, evaluation and negotiating with bidders.
  • Investment and Development Office of Ras Al Khaimah in relation to their 40MW rooftop solar program in the UAE. This is the first rooftop IPP in UAE. Our work involves conducting a legal due diligence, assisting with implementing relevant legislative framework, drafting all contracts including the PPA, rooftop solar lease, connection agreement, evaluation of bids, negotiations with bidders and finalisation of all contractual documents.
  • Grupo Cobra and Tedagua in relation to a 22 MIGD desalination plant in Ras Al Khaimah, UAE.
  • a DFI/donor bank in relation to the development of a 6.1MW solar rooftop project to be located at the Gaza Industrial Estate, developed on an IPP basis.
  • Abengoa and Sojitz in relation to a 60,000m3 per day desalination plant in Namibia.
