Pinsent Masons advises Lovell on landmark £1bn Druids Heath regeneration partnership

15 May 2026 | 03:06 pm | 1 min. read

Multinational law firm Pinsent Masons has advised leading partnerships housing developer Lovell on its strategic partnership agreement with Birmingham City Council, marking a major step forward in the £1 billion regeneration of the Druids Heath estate in south Birmingham.

The agreement formalises Lovell’s role as development partner on one of the UK’s most significant estate regeneration schemes. The long-term project will deliver around 3,500 new homes over the next 20 years, alongside extensive community infrastructure, green space, and transport improvements.

Critically, the partnership agreement provides a legally binding framework to ensure that 51% of the homes delivered will be affordable, equating to approximately 1,785 properties, including hundreds for social rent. The scheme also includes commitments to rehouse existing residents and embed ongoing community engagement throughout the regeneration process.

Pinsent Masons brought together expertise from their property, specialist Public-Private Partnership and Joint Venture team, planning, IP and construction teams.

Mona Niayesh, Legal Director at Pinsent Masons, said: “Druids Heath is a landmark regeneration project that will deliver lasting social and economic benefits for Birmingham. We are delighted to have supported Lovell on this significant partnership, helping to bring forward a scheme that combines large-scale housing delivery with meaningful community outcomes. This agreement demonstrates the power of collaborative public-private partnerships in addressing the UK’s housing challenges while also creating thriving, sustainable communities.”

Rebecca Rowley, Partner at Pinsent Masons, added: “We have extensive experience advising both the public and private sectors in successfully establishing long-term partnerships to enable large-scale delivery, as we have here at Druids Heath. They are an excellent way to harness the combined resources and skillsets and ensure consistent, project-wide placemaking through the lifetime of a scheme.”
