Advised Cabinet Office, a central government department, on matters concerning the Covid-19 Public Inquiry.
Advising The Kent County Council, a regional government authority, on the termination of an infrastructure development agreement with a developer arising from its failure to perform. The development agreement concerned a new secondary school site at Chilmington Green.
Advised City of London Police and seven regional Cyber Resilience Centres on a solvent restructuring, transferring businesses and assets to a new national operator. Conducted due diligence, drafted and negotiated bespoke documentation, co-ordinated simultaneous completion, advised on directors’ duties and MVLs, and provided ongoing support on policy and liquidation matters.
Advised The City of Edinburgh Council, a major local authority, on the administration of a redress scheme following an internal investigation.
Acting for Sellafield in relation to several procurements across its nuclear decommissioning site. This work involves large scale construction and maintenance programmes and the appointment of multiple delivery partners adopting a variety of alliance structures to meet different delivery objectives including the recent PPP, IDP and PACE programmes.
Advised CESCE on structuring and negotiating key aspects of the guarantee for a financing agreement between the European Investment Bank (EIB) and Naturgy, aimed at upgrading Panama’s electricity distribution network.
Advised the UK Ministry of Housing, Communities and Local Government on a planning application for a London memorial and learning centre, including redetermination following judicial review, legislative changes enabling development, updates to the application and environmental impact assessment, design options addressing parliamentary assurances, and preparing representations for the redetermination process
Advised Department for the Economy (DfE), Northern Ireland government department on designing and implementing a renewable electricity price guarantee scheme in Northern Ireland, serving as sole legal adviser to develop the policy, governance and contractual framework underpinning the next phase of renewable generation.
Advised Ministry of Justice, United Kingdom government department on a £10bn+ programme to expand and modernise the prisons estate across England and Wales, covering procurement and contractual strategies under collaborative and modular arrangements, a £2bn+ operation and maintenance framework for privately managed prisons, and preparation for PFI expiry, variations, professional appointments, long-term maintenance and renewals, and related property, planning and subsidy matters, supporting delivery of over 20,000 new prison places.
Acting for the Ministry of Justice in relation to its 10 year £6.3bn prisoner places expansion programme which includes the development of 4 new prisons, the refurbishment of existing prison assets and the building of new houseblocks across the estate. Also acting for the Home Office in relation to its portfolio across the UK including new build and refurbishment programmes.
