Graeme is a joint ventures, partnerships, contracts and development corporations specialist. He specialises in the design and implementation of structures for the delivery of assets, services and funding and is advising on a number of the UK Garden Communities.

Graeme's experience

  • Advised on the establishment of a joint venture between Homes England, Hyde Housing Association and AXA Investment Management.

  • Advising Bradford Council on the set up and operation of two new levelling up funds to be spent on capital projects designed to improve connectivity, improve local land use, make the best use of economic and cultural assets and improve local skills and enterprise infrastructure.

  • Advising Wolverhampton City Council on its planned regeneration of Wolverhampton Canalside South. The Area is a flagship residential led waterfront scheme on the eastern edge of the City Centre.

  • Advising EM DevCo Limited on its case for a locally-led urban development corporation in the East Midlands. The corporation focuses on three development sites: Toton and Chetwynd, Ratcliffe-on-Soar Power Station and East Midlands Airport. This involves liaison with the DLUHC on a framework to ensure the development corporation has appropriate powers to deliver on its proposals.

  • Advised Homes England on its investment into a ground-breaking joint venture that saw Japan's leading housebuilder and modular construction specialist, Sekisui House embark on its first ever initiative in the UK. The £90m joint venture with regeneration experts Urban Splash is a government-backed project which incorporates Sekisui's £22m investment of new equity and £30m of equity and debt funding from the Government's Home Building Fund, administered through Homes England.

  • Advised the North East Combined Authority on the design and implementation of a bespoke governance structure for the new North East Fund, a suite of publicly-backed venture capital and loan funds, operating on a ‘Fund of Funds’ model, supporting small and medium enterprises in the North East. It will allocate around £120m of capital between five individual sub-funds, each managed by an FCA authorised fund manager.

  • Working with the London Borough of Lambeth to develop a bespoke corporate governance structure for Homes for Lambeth.

  • Acted for the Department for Communities and Local Government on the externalisation of its Planning Portal through a joint venture structure.

  • Acted for Defra on the externalisation of the Food and Environment Research Agency (FERA) through a joint venture structure with Capita.

  • Seconded to the Commercial Models team within the Cabinet Office for 9 months, developing policy on different ways of delivering services including public service mutuals, social enterprises and outsourcings.
