Pinsent Masons advises on landmark Civil Works Alliance for Sizewell C

Multinational law firm Pinsent Masons has advised on the creation of a major delivery alliance for the Sizewell C nuclear power station in Suffolk, supporting the formation of a new alliance between Sizewell C and three leading construction firms.

The Programme Alliance Agreement has been signed by Sizewell C, Balfour Beatty, Laing O’Rourke, and Bouygues Travaux Publics, who together form the Civil Works Alliance (CWA).

Pinsent Masons provided comprehensive legal support on all aspects of establishing the CWA, which will be responsible for delivering key elements of the project, including:

• Enabling works and earthworks

• Marine and tunnelling works

• Main civil works, including the Nuclear Island, Conventional Island, Heat Sink, and Balance of Plant

• Ancillary works, such as permanent roads and networks

Sizewell C is expected to power around 6 million homes and play a central role in the UK’s net zero and energy security strategy. The CWA will generate thousands of jobs throughout the duration of the construction.

The Pinsent Masons team was led by partner Graham Alty and senior associate Sam Roberts and included a cross-disciplinary group of specialists spanning construction, disputes, cyber, IP, data protection, anti-corruption, insolvency, tax, employment, and insurance.

Graham Alty said, “We’re proud to have played a key role in bringing together this landmark alliance for Sizewell C. This Civil Works Alliance Agreement represents a major step forward for the UK’s nuclear ambitions and sets a strong foundation for delivering one of the country’s most significant clean energy projects and new build nuclear industry.”
