About Claire

Claire is a public law and infrastructure specialist. In respect of infrastructure, she has extensive experience advising predominantly government authorities and sponsors on public-private partnerships in the transport (rail, road, ports and airports), social infrastructure (hospitals, schools, housing, prisons and public buildings), telecommunications, water and sanitation and defence sectors. 

Claire has a non-contentious public law practice which focuses on drafting and negotiating government contracts, structuring and dissolution of public entities, and legislative drafting.  In terms of regulatory focus, she advises on all aspects of public procurement law including public financial management, municipal service delivery law, and administrative and constitutional law.

Claire is ranked in Chambers Global (South Africa) in the field of Projects and Infrastructure, and the Legal 500 EMEA series recommended Claire for projects and infrastructure. The Who's Who Legal: Government Contracts (formerly Public Procurement) has ranked Claire since 2009 as among the world's leading Government Contracts/Public Procurement lawyers.
