London mayor grants planning permission for two developments, both below the affordable housing target


The London mayor, Sadiq Khan, has resolved to grant planning permission for two developments in the capital, even though both developments fail to meet the local authority's affordable housing target.

The first scheme is for a mixed-use development in South Grove, Walthamstow. The Greater London Authority (GLA) recommended granting planning permission, which was in line with the local council's decision. 

The proposal includes 473 new homes, commercial space, parking, amenity space and infrastructure works. The affordable homes have been split between shared ownership and affordable rent and 21% of the new homes will be allocated as affordable homes. The local council's target is for 50% of all new homes to be classed as affordable homes.

According to the GLA's report, it is "satisfied that the applicant's viability information has been robustly assessed and the scheme has been found to provide the maximum reasonable amount of affordable housing".

"As such, the scheme is considered to meet London Plan policy requirements with respect to affordable housing," the report said.  A post-implementation review mechanism has been included so the number of affordable homes can be increased if viability improves.

The second development granted planning permission by Khan is for a mixed-use development in Harrow which will see the delivery of 355 new homes and commercial and community space. Both Harrow Council and the GLA recommended approval of the scheme.

Of these new homes, 20% will be allocated as affordable homes, which is below Harrow Council's 40% target. According to the GLA's report, "this provision has been verified as the maximum reasonable amount" and "GLA officers are satisfied that the proposed provision of affordable housing accords with London Plan Policy".
