Free trade is a powerful tool to bring prosperity to nations. But do free trade agreements need to be only about free trade? The EU UK Trade & Cooperation Agreement shows that bilateral and multilateral treaties can be used to cooperate in a range of policy areas, including climate. Can they be used to harmonise carbon pricing or otherwise encourage better collaboration around climate?
