Bolton Council consults on CIL Preliminary Draft Charging Schedule


Bolton Council has started public consultation on its Community Infrastructure Levy (CIL) Preliminary Draft Charging Schedule (PDCS) (20-page / 1.33MB PDF), which proposes differential rates and charging zones for retail development.

The PDCS sets out proposed rates for retail, residential, hotel, student and other developments. Differential rates are proposed for retail, with one charging zone in Bolton town centre and a second charging zone outside the town centre which will have different rates according to the type of retail proposed.

The proposed rates for all retail in the town centre are £5 per square metre (sq m). For retail outside the town centre the proposed rates range from £50/sq m for "comparison retail", to £150/sq m for "convenience retail".

The borough-wide proposed rates for residential dwellings and student accommodation are £50/sq m; with a rate of £5/sq m for hotels and all other development. There is a proposed zero-rate charge for education, health and community facilities.

The schedule also proposes an instalment policy for payment of CIL. Under this CIL will be payable in instalments for periods between six and 24 months depending on the total amount of CIL liability.

The consultation is open for comments until 2 November.

Bolton is the second local authority in Greater Manchester to consult on its proposed rates. Trafford council published its PDCS in August and has recently finished its public consultation.
