Eastleigh Borough Council has launched a consultation on its community infrastructure levy (CIL) preliminary draft charging schedule (PDCS) (12-page / 5.25MB PDF).

The Council has proposed to set a CIL rate of £75 per square metre for residential developments. The rate would apply throughout the borough, with the exception of three Strategic Sites in which a nil rate levy would apply.

For supermarkets, superstores and retail warehouses, a draft rate of £120 per sq m has been set. Hotels will be charged at £60 per sq m under the proposals and a nil rate levy would apply to all other developments.

None of the proposed rates would apply in the 'Central Eastleigh Urban Area' where all types of developments would be subject to a nil rate levy. The Council said its viability assessment had shown that the area was marked by "relatively low property/ housing values that combine with the reliance on brownfield sites which attract an existing use value".

The consultation is open for comments until 2 December. The Council said it will prepare a draft charging schedule for consultation in the spring 2014.
