According to the report, submitted as part of a request for a Scoping Opinion, the developer plans to submit a planning application for a 2.6 hectare site at 3 Millharbour and 6-8 South Quay to include the construction of up to 1,550 new homes.
The scheme would also include shops, offices, restaurants and cafes and a school as well as a new park and an enhanced dockside promenade at Millharbour East.
Galliard said it hopes to obtain planning permission for the proposals this year and to complete the scheme by 2020.
