The three councils which make up the GNDP - Norwich City Council, Broadland District Council and South Norfolk District Council - have also published a 'statement of modifications' to represent the changes to their respective Charging Schedules following consultation.
The GNDP's joint Draft Charging Schedule is planned to be submitted for examination on the same day that the Partnership launches a consultation on its Proposed Submission Core Strategy, following a successful legal challenge which caused delay to the Strategy earlier in the year.
Campaign group Stop Norwich Urbanisation launched a successful legal challenge to the GNDPs' Joint Core Strategy (JCS) in May. Mr Justice Ouseley found that parts of the JCS concerning the Broadland part of the Norwich Policy Area (NPA), including the North East Growth Triangle with a total of 9,000 dwellings, should be remitted for further consideration and that a new Sustainability Appraisal for that part of Broadland in the NPA should be prepared.
The remainder of the JCS remains adopted, the GNDP said. "Consequently, the JCS is adopted in its entirety for Broadland outside the NPA, and for the whole of Norwich and South Norfolk. The overall levels of housing and jobs growth have not been remitted."
The CIL draft charging schedule remains unchanged from a version published for consultation in February, other than a lowering of the threshold for a charge on high rise residential development from six to five storeys.
