The Council has proposed, in the PDCS (8-page / 898 KB PDF), to divide the borough into five charging zones for residential developments. It has proposed residential development charges of: £300 per sq m 'Zone 1', which includes rural areas and villages; £100 per sq m in 'Zone 2', covering the towns of Ash and Tongham, excluding a strategic growth location; £500 per sq m in 'Zone 3' which covers the town of Guildford, excluding strategic sites; £150 per sq m in 'Zone 4', covering Slyfield; and £400 per sq m at strategic sites.
Borough-wide charges of £75 per sq m for purpose-built student accommodation; £100 per sq m for assisted living or extra care housing; and £200 per sq m for retail developments have been proposed.
All other forms of development would attract a borough-wide nil rate levy under the PDCS.
The public consultation ends on 1 March.
