The officers recommended, in their report (177-page/1MB PDF) to the Council's planning committee, that the three planning applications by Fulham Riverside West Partnership which comprise the scheme be approved at a meeting next week.
The plans, which cover Whiffin Wharf, Hurlingham Wharf and Carnwath Road Industrial Estate, include the construction of nearly 500 riverside homes as well as offices, shops and restaurants.
The officers said in the report that the scheme would be a "high quality development which would make a positive contribution to this part of the Borough and act as a catalyst to regeneration".
Thames Water wrote to the Council in August last year with a series of maps setting out a number of locations the company wishes to buy for its £4.1 billion Thames Tideway Tunnel project, including land on Carnwath Road. The proposed 'supersewer' is a 15 mile tunnel which would run 75 metres beneath the riverbed through central London and would capture storm sewage from overflow points along the river.
“As you may be aware, we need to acquire some property interests from you. We are obliged to seek to do this by agreement before applying for compulsory purchase powers,” the letter said.
The development site is also subject to a safeguarding Direction issued by the Department for Communities and Local Government (DCLG) in March last year, which requires the Council to get "specific authorisation" from DCLG before granting planning permission. The Direction applied to a number of sites which relate to the proposed Thames Tunnel.
If the planning committee gives its approval next week, the applications will then be subject to review by Secretary of State for Communities, Eric Pickles, who will determine whether the plans can go ahead.
