Under the plans, 2,500 new homes will be constructed on the 132 hectare site along with 24,800 square metres of employment space, sports pitches, open spaces and a new community hub including a primary school, shops and a health care facility.
The plans will also include £1 million improvement works in the centre of Barwell including the potential for a new doctors surgery, public realm improvements, a new public car park and improvement of existing community facilities.
The scheme will be delivered by a consortium of developers which includes Ainscough Strategic Land, Barwood Development Securities and Taylor Wimpey. It will be delivered in four phases over a period of 15 to 20 years.
The Council's development control manager said in the committee report (97-page / 448KB PDF) that the scheme would promote the regeneration of Barwell, "which has a particular need for more jobs and better facilities".
The report said that the scheme would also make a "substantial contribution" to the Council's wider spatial strategy, which requires the delivery of 9,000 homes between 2006 and 2026.
