The blueprint, called 2050: High in Hope, estimated that nearly 6,000 hectares of land would be needed to accommodate the recommended number of new homes and jobs.
It includes examples of the types of developments that Bristol should be building and makes recommendations of where the developments should take place. It proposes initially developing sites such as St Philips Marsh and the areas around Cumberland Basin.
It also proposes the development of Avon Barrage, extending High Speed Rail to Bristol, and introducing more powers to levy local taxes and use the funds.
"The vision seeks to establish that thoughtful strategic planning in the broadest sense will yield greater positive outcomes," the document says. It also points to the danger that, without such a vision, the unavoidable growth will be "haphazard, unproductive and, possibly, corrosive."
The blueprint recognises the complexity of its plans, "Implementing the deal will require new permissions, perhaps primary legislation, and great encouragement. It will certainly demand imagination and courage and a tenacity that carries it through the crushing blight of short-termism", the document said.
