Old Oak and Park Royal Development Corporation boundary could be extended


The boundary line of the Old Oak and Park Royal Development Corporation (OPDC) could be extended to include Wormwood Scrubs Prison, according to media reports. 

Planning Resource reported that Victoria Hills, chief executive of OPDC, said that leaving Wormwood Scrubs Prison out of the regeneration development's footprint was a "missed opportunity" (registration required).

"The prison was within the boundary that we consulted on, and we did want to include it in our boundary but there were three aspects of that boundary that the London Borough of Hammersmith and Fulham couldn’t live with" said Hills.

However, she added that this did not mean that the company "couldn't go back and have another go. We can go back and consult on our boundary in the future and relay the statutory order to include things that we would like to have put in there".

The OPDC framework sets out to deliver 25,500 new homes, 65,000 new jobs and provides an interchange between High Speed 2, Crossrail and the National Rail creating a hub between London and the rest of the UK. It is hoped that 250,000 passengers will pass through this station on a daily basis.

Hills said that parts of Kensington and Chelsea might also be included in future boundary lines of OPDC.

Planning expert Richard Ford of Pinsent Masons, the law firm behind Out-Law.com said, "The OPDC Local Plan and CIL is being progressed and any boundary change will need to be considered quickly. There is clearly an opportunity for a scheme involving the prison and so it ought to be examined."
