Order establishing the London Legacy Development Corporation laid before Parliament


The London Legacy Development Corporation (LLDC) (Establishment) Order has now been laid before Parliament and will come into force on 9 March, subject to no objections being received from Members of Parliament, who have 40 days in which they can overturn the Order.

The LLDC is the new Mayoral Development Corporation (MDC) body charged with responsibility for the regeneration legacy of the 2012 Olympic Games. It will take over the work of the Olympic Park Legacy Company (OPLC) from 1 April 2012.

The new MDC will continue the work of OPLC, as well as managing some of the assets and responsibilities of existing regeneration agencies in the area, such as the Thames Gateway Development Corporation.

It will have greater powers over the Queen Elizabeth Olympic Park and the wider area, which includes planning and development control powers. MDCs are public bodies which will promote regeneration and economic development. They will have planning and compulsory purchase powers and will be directly accountable to the Mayor of London, not central Government.

The LLDC is the first MDC.  It will have a broad remit and a strong focus on regeneration, as well as the core task of opening and successfully operating the Queen Elizabeth Olympic Park. This will be underpinned by new planning powers to support these aims and ensure that a clear framework for development can be established, the OPLC said.

As a statutory body, the MDC must be transparent and open. Board meetings and decision-making committees must take place in public.

A map outlining the boundary of the LLDC can be viewed at the offices of Communities and Local Government and will also be available at the offices of the Greater London Authority.
