Peterborough approves Preliminary CIL Draft Charging Schedule


Peterborough City Council Cabinet has approved its Community Infrastructure Levy (CIL) Preliminary Draft Charging Schedule (PDCS) for public consultation.

The PDCS proposes CIL rates for residential and retail developments, with differential rates depending on factors such as size and location

Proposed rates for private market housing are £110 per square meter for sites where no affordable housing provision is secured via a section 106 obligation; £75 p sq m where such affordable housing is secured and £30 p sq m for strategic development sites with 800 plus residential units. For flats with affordable housing requirements the proposed charge is £10 p sq m and £50 p sq m for flats without.

For retail developments, the proposed rates are £175 p sq m for comparison developments; £400 p sq m for convenience developments; £10 p sq m for developments within the City Centre Primary Shopping Area and all development below 280 sq m within a District or Local Centre.
All other chargeable development has a proposed rate of £10 p sq m and a zero-rate charge is proposed for public and institutional facilities.

The CIL charge is not expected to cause undue concern among the city's developers and investors, the report says. "It is very similar to the existing POIS system we have had in place in Peterborough for the past few years, i.e. a 'levy' placed on development, a similar set of '£' rates, and a similar proposed spending arrangement," it says.

It does point out, however, that the current POIS system has an element of flexibility and negotiation, whereas CIL is a fixed charge.

The Council commissioned consultancy Roger Tym and Partners to undertake a development viability study to help setting a CIL. Internally, it has updated its approach to infrastructure planning to demonstrate the need for developer contributions and to get an idea of what infrastructure is needed to accommodate growth.

It is expected that the PDCS will undergo a six week public consultation to begin in October. Subject to approval by full council, another four week public consultation will then take place in 2013.
