The revised draft Charging Schedule proposes a new zero rate levy for all residential and purpose-built student developments located in the city centre, which aims to aid the viability of high rise developments expected there.
The revised Charging Schedule includes two zones for residential and student development. Zone one covers Plymouth City centre and a zero rate levy on all residential and purpose built student accommodation is proposed there.
"It is proposed that a city centre zone is established for residential developments (including student accommodation) in acknowledgement of the specific viability constraints associated with high rise development, and the fact that new homes in this area could be in the form of developments above five storeys in height," a report to the Council's cabinet said (13-Pages / 6MB PDF).
The second zone covers the rest of the city, for which a levy of £30 per square metre is proposed for all residential development and a levy of £60 per sq m is proposed for all purpose built student accommodation.
The revised draft Charging Schedule has been prepared by Plymouth Council following comments received during consultations on its preliminary draft Charging Schedule and its original draft Charging Schedule.
The Council's draft charging schedule originally proposed one charging zone for the city and the rates for accommodation were varied in accordance to the number of units for residential accommodation and the number of storeys for purpose built student accommodation.
The rates proposed for all other development have not changed in the revised draft Charging Schedule and the Council hopes to submit its Charging Schedule for examination in the Autumn.
Consultation on the Council's revised draft Charging Schedule will run until 5pm on 6 August.
