Three Rivers District Council has published its community infrastructure levy (CIL) preliminary draft charging schedule (PDCS) for consultation, proposing differential residential rates according to location.

The Council has proposed in its PDCS (6-page – 2.62MB) that the District is divided into three residential CIL Bands with different charges. For CIL Band A, which covers Rickmansworth and Croxley Green, the proposed charge is £180 per square metre. CIL Band B covers Kings Langley, Abbots Langley, Leavesden and Eastbury and is set a proposed rate of £120 per sq m. CIL Band C covers Tolpits and South Oxhey and is subject to a proposed zero rate levy.

Retail, hotel and care home developments will all be charged £120 per sq m under the PDCS and a zero rate levy will apply to all other non-residential developments.

The consultation will run until 15 February. The Council said it aims to adopt CIL by the end of 2013.
