The outline planning application seeks consent for the redevelopment of a 22 acre site on land to the north of its White City shopping centre in west London. The proposed development includes 1,522 new homes, 550,000 square feet of shops, 55,000 sq ft of restaurants and cafes and some office and leisure space.
The proposals for the retail space in the scheme are sited outside the town centre, but the committee report concluded that the "retail floorspace forming part of the proposed development cannot be accommodated within the existing town centre and can only be accommodated on land to the north of Westfield, London".
Plans for the mixed use scheme include additions and alterations to the existing White City shopping centre. It seeks consent for three new blocks, which would range from eight to 20 storeys and would be connected to a podium to the north of the shopping centre. A number of other tower blocks are proposed, which range from four to 11 storeys high.
The development proposals include plans to provide up to 50,855 square metres of retail space, up to 5,070 sq m of space for restaurants, cafes and bars and up to 540 sq m of office space. Provision has also been made for community facilities and leisure space.
The committee report concluded that the development would contribute towards providing "much needed additional housing" and would help to reach the White City Opportunity Area's target of building 5, 000 new homes across the plan period.
The site is also defined within the draft White City Opportunity Area Planning Framework as an area for residential intensification.
The London Plan identifies the White City Opportunity Area is an area with a major reservoir of brownfield land with significant capacity to accommodate new housing, commercial and other development linked to existing or potential improvements to public transport accessibility.
