Jonathan advises on all aspects of procurement, subsidy control (including EU State aid) and international trade law from both a contentious and non-contentious perspective. He has particular experience advising on public services, energy and infrastructure matters.
Jonathan regularly advises central government, local authorities, utility clients and private sector clients on all aspects of procurement law, including the application of the procurement rules to regulated procedures; reviewing and drafting tender documentation to ensure compliance; advising bidders on how best to leverage their position during tender processes; and relevant legal considerations when bringing (or defending) procurement challenges.
In relation to subsidy control, Jonathan has experience advising granting authorities and subsidy recipients on all aspects of subsidy control law (including EU State aid law). This includes advising on whether a measure is likely to constitute a subsidy, the consequences of granting a subsidy and how to mitigate the risk of successful subsidy control challenge.
Jonathan is regularly credited for his approachable and enthusiastic attitude when supporting clients navigate the complexities of public procurement and subsidy control law, whilst also recognising the commercial and policy drivers underpinning specific projects.
