Justin's experience

  • Advising a governmental department on the contractual arrangements for a shared telecoms infrastrucutre network between multiple mobile network operators to enable 4G services to reach rural areas.

  • Advised a global financial institution on the procurement and parallel negotiation, for GBP 150 million, of two business critical global telecoms and networks contracts covering contact centre, unified communications and secure networks services across 100+ global sites.

  • Advised the UK's Department for Digital, Culture, Media & Sport on its Local Full Fibre Networks and Rural Gigabit Connectivity programmes, which test different full fibre broadband funding and deployment approaches as part of the Government’s Future Telecoms Infrastructure Review strategy.

  • Advised the Department for Digital, Culture, Media and Sport (DCMS) on 5G Create, the innovative £28m joint investment in 5G test projects to showcase the capability of 5G technology across a range of industries and identify commercially sustainable long-term use cases. We advised on the funding agreements as well as on compliance with procurement and state aid law.

  • Advised the Department for Culture, Media and Sport on the funding agreement and a range of legal and regulatory aspects regarding a £1 billion arrangement with the UK's four largest mobile network operators to create the 'shared rural network' to improve mobile coverage across the country.

  • Advising Transport for London (TfL) since 2016 on its Surface Intelligent Transport System (SITS) programme under which TfL is modernising its management of the road network in London. We are currently supporting TfL on procurements for new traffic data feeds and for predictive AI capability to enhance responses to incidents such as roadworks, congestion and other unplanned events. This is the first time AI is used to manage London’s road network and aims to improve journey time reliability with a focus on real-time data, data analytics and use of new technologies.

  • Advised on the procurement of a new asset management system for London Underground, which involved the migration from different legacy systems and the establishment of new interfaces with TfL’s wider ecosystems.

  • Advised on the procurement of an intelligent transport system for London's entire road network, with a focus on data analytics, predictive capability and commercial joint venture arrangements.

  • Advised on the Local Full Fibre Networks programme under which DCMS plans to deploy £200m to stimulate commercial investment in gigabit networks around the UK.

  • Advised in relation to TDX Group/Equifax competitive appointment as Private Sector Partner to the UK Government's £1bn Debt Mark Integrator joint venture, which included the establishment of extensive supply chain arrangements.
