The London Borough of Barking and Dagenham will this week launch a consultation on its community infrastructure levy (CIL) draft charging schedule (DCS) (7-page / 71KB PDF), which proposes to set out three different residential charging zones across the Borough.

Under the proposals in the DCS charging zone 1 will cover Barking Town Centre, Leftley and Faircross and will be subject to a residential CIL rate of £70 per square metre. Zone 2 will cover Barking Riverside, as defined in the Council's Local Development Framework proposals map, and be subject to a rate of £25 per sq m. Residential developments in the rest of the Borough are proposed to be subject to a rate of £10 per sq m.

For supermarkets and superstore developments of any size, the Council proposes a Borough-wide rate of £175 per sq m. Business developments, including research and development, light industry, general industrial and storage and distribution, are all subject to a proposed rate of £5 per sq m.

A proposed zero rate levy will apply to all office, municipal leisure and health developments.

In addition to CIL charged by the Council, any developments in the Borough will also be subject to Mayoral CIL. The Mayoral CIL charge in Barking and Dagenham is £20 per sq m on all uses except for health and education purposes, which are exempt from Mayoral CIL.

The consultation will run from 15 March to 26 April. The Council said it hopes examination of its DCS can take place in June.
