The Committee will vote on whether the Aston, Newtown and Lozells Area Action Plan (AAP) should proceed to full council for adoption, following a recent decision by a Government Planning Inspector that the AAP is "sound".
The Plan proposes "major housing regeneration" in Newtown and Lozells and further growth of the Perry Barr and Birchfield areas, including new housing, shops, leisure and employment space. It sets out a framework for shaping employment, housing, retail, community services, the environment and transport infrastructure over the next 15 years.
The AAP also includes policies which set out design and quality standards for new developments and which set out that developer contributions may be used towards affordable housing, open space, transport infrastructure and employment strategies.
A "regional investment site" is proposed for Aston, which would aim to create a "high quality" business park for advanced manufacturing companies, including a hotel and other facilities. Improved public transport services are also proposed for the A34.
If adopted, the Plan would also promote the marketing and development of the regional investment site, the planned growth of Perry Barr and Birchfield and the continuation of the housing regeneration programme in Newtown.
“This regeneration project will see the area undergo a huge transformation, with a better choice and quality of housing, good access to local facilities, jobs and a real sense of identity," said councillor Tahir Ali, cabinet member for development, jobs and skills.
The Plan has been consulted on by the local community and, if adopted, would be a Development Plan Document forming part of Birmingham’s Local Development Framework.
It would provide the statutory planning framework area against which planning decision must be judged.
