The Council has proposed that a CIL rate of £135 per square metre should apply to all supermarket developments across its administrative area. For retail warehouses, it has proposed to set a flat rate of £45 per sq m.
The preliminary draft charging schedule, which underwent consultation last autumn, had set out proposals for a town centre charging zone in which retail developments would be subject to a rate of £5 per sq m. Outside the town centre, the proposed rates were £50 per sq m for comparison retail and £150 per sq m for convenience retail.
The Council said it had revised its retail rates and removed geographical differentiation based on findings in an addendum report which had been prepared to support the proposals in the DCS.
For residential developments and student accommodation, the Council has set a proposed rate of £45 per sq m. The Council said that it had chosen not to introduce a differential residential rate for its town centre based on sensitivity testing which had found that a lowered or nil rate for this area would have no marked impacts on viability or deliverability.
A nil rate will apply to affordable housing, education, health, community and emergency services facilities and a rate of £5 per sq m will apply to all other chargeable developments if the rates in the DCS are adopted.
The consultation will be open for comments until 24 June.
