The London Borough of Camden has published its community infrastructure levy (CIL) preliminary draft charging schedule (PDCS) for consultation, proposing an approach where the majority of the levy is to be raised through residential development

The PDCS (9-page / 116KB PDF) proposes to divide the Borough into three charging zones where Zone 1 will cover central Camden; Zone 2 will cover the rest of Camden and Zone 3 will cover Highgate and Hampstead. 

The proposed tariff for residential developments with less than ten dwellings is £500 per square metre in all three zones. For residential developments with more than ten dwellings the proposed tariff is £150 per sq m in Zone 1; £250 per sq m in Zone 2 and £500 per sq m in Zone 3. The Council said it proposed the higher rate for developments with less than ten dwellings as these types of developments do not provide any affordable housing. It said that the differential rates for the larger housing schemes were based on geographical variations in predicted CIL values. For student housing the proposed rates are set at £175 per sq m in Zone 1 and £400 per sq m in Zones 2 and 3. 

The proposed retail tariff is set at £25 per sq m in all three zones and the proposed office tariff is  £45 per sq m in Zone 1 and £25 per sq m in the two remaining zones. Hotels have a proposed rate of £40 per sq m in Zone 1 and £30 per sq m in Zones 2 and 3. Other commercial uses have a proposed rate of £25 per sq m in all three zones.

Health, education and community meeting space developments will  be set a zero rate levy. The Council said that this is because these types of uses are less viable than other uses and provide a form of infrastructure in their own right. A zero rate will also apply to industry, warehousing and research development. The Council said that such  development is not likely to come forward in significant volumes when compared with residential, office and retail development and  therefore do not have the potential to raise much CIL. 

In addition to CIL charged by the Council, any developments in the Borough will also be subject to Mayoral CIL if they result in an increase in net floorspace of over 100 sq m or if they involve the creation of one or more residential units. The proposed Mayoral CIL charge in Camden is £50 per sq m on all uses except affordable housing, education and healthcare. 

The PDCS consultation will run from 8 November until 20 December 2012. The Council said it hopes to consult on its Draft Charging Schedule in the spring 2013 and to adopt the CIL Schedule in the autumn 2013.
