Central Lincolnshire launches second round of CIL consultation


The three District Councils of the City of Lincoln, North Kesteven and West Lindsey last week launched a joint consultation on their community infrastructure levy (CIL) draft charging schedule (DCS) (3-page / 561KB PDF).

The councils have out proposals for residential rates in five different charging zones across the three districts. The highest draft rate of £45 per square metre has been set to apply in Zone 1, which covers the City of Lincoln and 'North Kesteven Rural'. Zone 2, which covers Sleaford and West Lindsey Rural has a draft rate of £35 per sq m. 

A proposed rate of £20 per sq m applies to both Zone 3, which covers Gainsborough, and Zone 5, which covers North Kesteven and the West Lindsey Strategic Urban Extension sites. The Lincoln Strategic Urban Extension Sites have been classed as Zone 4 and set a draft rate of £25 per sq m. 

Convenience retail developments will be charged a rate of £60 per sq m across all three districts if the draft rates are adopted, with a rate of £40 per sq m to apply to retail warehouse developments. Sui generis developments and all other uses will be subject to a nil rate levy. 

The proposed rates remain the same as the draft rates set out in the three councils' preliminary draft charging schedule which they consulted on over the summer.

The consultation will be open for comments until 9 December.
