The application sets out proposals for a 91 acre site to comprise more than 700 homes, a primary school and a 49 hectare woodland area to be developed by the Council.
The full Kingsmere masterplan is set to provide 2,450 homes as well as schools, sports facilities and shops. The first phase of the scheme, comprising over 1,500 homes, was granted outline planning permission in 2008. Work started on site around two years ago and so far 100 homes, a hotel, a pub and a new link road have been built.
Countryside Properties said they do not expect phase two to begin for "a couple of years" but that the two phases would work together at a future stage.
The developer said that it had worked closely with Cherwell District Council and Oxfordshire County Council to progress the plans.
