The masterplan for the £1 billion scheme, which has been drawn up by designer Sir Terry Farrell, includes 3,500 homes, including 500 affordable homes, many of which would be comprised within three high rise towers reaching up to 46 storeys in height.
The scheme will also have shops, restaurants and cafes, three new public parks and a new cultural centre in the Grade II listed Olympia building.
The land at the development site has lain derelict for 13 years with no public access to the water front. Under the new plans, a "floating river park" including a 270 metre long jetty would be created for riverboat services to run from the site.
Delivery of the proposed regeneration would be carried out in phases over a period of 15 years.
If the plans are approved, Hutchison said it hopes to start construction at the end of 2014.
