Lambeth is seeking a development partner to design and deliver a range of new or refurbished office and civic accommodation that "forms part of an integrated mixed use development on the Brixton town hall area", it said.
As part of the redevelopment of the area, the Council would require around 16,000 square metres of floor space for civic accommodation, to include the existing Town Hall. The remaining 13,000 sqm is expected to be developed to create a range of refurbished and new development space.
"The partner will be expected to use their skill, flair and expertise to conceive and deliver a new mixed use scheme underpinned by the Council accommodation augmented by community, residential, commercial and public realm to create a vibrant centre of activity," the Council said.
It is expected that "significant value" will be generated by non-Council accommodation, which could be used to enable development to partially fund the Council’s civic space, it said.
As part of the offer, the Council said it would transfer International House and the non-Council accommodation to its chosen development partner to release value. "The Council own the freehold or long leasehold interests in Town Hall area and can offer their partner certainty and control during the development period," the Council said.
The Council's aim is to facilitate a development that maximises value through residential and commercial development as part of the scheme. It will not be prescriptive in the layout, to allow potential partners to use their "flair and imagination" to design the optimum layout. "The developer will be free to dispose of the surplus areas and take receipt of the value generated," it said.
The Brixton town centre masterplan was approved by the London Borough of Lambeth in 2009 and the Council is currently consulting on the Brixton Supplementary Planning Document (SPD), which aims to make clear what kind of development the Council deems acceptable and what improvements the Council would like to see in the town centre.
The Council is aiming to be on site by 2014 for a 2016 completion.
