The consultation document sets out the planning, regeneration and design approach for Southall over the next two decades. It outlines a vision for the building of at least 6,000 new homes, including new residential neighbourhoods at Havelock, the Green and Southall East, and the creation of 3,000 jobs.
Proposals in the draft OAPF include a comprehensive regeneration of Southall Station to comprise a major mixed-use development as well as improvements to transport infrastructure.
The Mayor said in a statement that Southall has been identified as one of the parts of the capital best positioned to secure the wider economic benefits that Crossrail will bring when it opens in 2018. The draft OAPF sets out how Crossrail can be used and how new development can be managed to maximise the potential of the area.
The Greater London Authority and Ealing Council will prepare a detailed implementation plan outlining the public and private investment needed to achieve the draft OAPF's visions, the document said.
“Southall is one of London's gems and the arrival of Crossrail in 2018 will herald a new chapter for the town, stimulating large-scale investment in commercial activities, retail and housing and sparking massive regeneration," said Johnson.
“This document sets out a joint approach to regenerating Southall over the next 20 years, and will help us to deliver the community-driven Southall Big Plan, transforming the area into a vibrant and attractive place to live, work and visit," said Ealing Council leader Julian Bell.
“With such a rich cultural tapestry, Southall is brimming with opportunities for economic growth and our challenge is to build on the work already going on in the area and take advantage of the economic benefits Crossrail will bring,” he added.
The consultation will be open for comments until 5 February 2014.
