East Devon launches second round of CIL consultation


East Devon District Council last week launched a consultation on its community infrastructure levy (CIL) draft charging schedule (DCS) (25-page / 5.48MB PDF) with proposals to set out three separate charging zones for residential developments.

The Council has proposed that residential developments within Axminster, Exmouth, Honiton, Ottery St Mary and Seaton should be subject to a CIL rate of £80 per square metre.

Residential developments within the "Cranbrook expansion areas" allocated in the Council's forthcoming Local Plan, are subject to a proposed rate of £68 per sq m. The proposed rate for developments in the rest of the District, including Sidmouth, 'Coast' and 'Rural' is £125 per sq m.

The Council said that because of the "unique manners" in which the Cranbrook expansion areas are being developed, it would be beneficial for many of the required items of infrastructure to be provided under section 106 agreements rather than funded through CIL.

All retail developments in the "Inside Town Centre Shopping Areas" and "Mixed Use Allocations" set out in the forthcoming Local Plan are subject to a proposed zero rate levy.

In the rest of the District, "Out of Town Centre Retail" is proposed to be subject to a rate of £150 per sq m. The proposed rate for warehouse retail is £200 per sq m.

A proposed zero rate levy will apply to all other non-residential uses.

With the exception of the rate for the Cranbrook expansion areas, the proposed rates remain unchanged from the rates set out in the Council's preliminary draft charging schedule (PDCS), which it consulted on earlier this year. The PDCS had proposed a rate of £56 per sq m for the expansion areas.

The consultation will be open for comments until 12 July.
