The Council launched a public consultation on the PDCS last week. It sets out proposals to apply three different CIL rates to residential developments in the borough, depending on where the schemes are located.
A proposed 'lower rate' of £40 per sq m will apply in the borough's 'eastern corridor' which covers Turkey Street, Enfield Lock, Enfield Highway, Southbury, Ponders End, Jubilee, Lower
Edmonton, Upper Edmonton, Edmonton Green and Haselbury, and parts of the Bush Hill Park and Chase wards.
An 'intermediate rate' of £60 per sq m has been proposed for the area south of the A406 and A110, Bowes Road, Bowes ward and part of Southgate Green as well as Enfield Town. In the remainder of the borough, a proposed 'higher rate' of £120 per sq m will apply.
For retail developments, excluding betting shops, the Council has proposed to set a borough-wide rate of £60 per sq m, with betting shops and hot food takeaways set to be subject to a rate of £85 per sq m.
A nil rate will apply to all other uses, including offices, industrial developments, hotels, leisure and community facilities, if the rates in the PDCS are adopted.
In addition to CIL charged by the Council, any developments in the borough will also be subject to Mayoral CIL. The Mayoral CIL charge in Enfield is £20 per sq m on all uses except for health and education purposes, which are exempt.
The consultation will be open for comments until 19 July. The Council said it hopes to consult on a draft charging schedule in the autumn and to adopt CIL next summer.
