Epsom and Ewell Borough Council will implement community infrastructure levy (CIL) from 1 July 2014 following adoption of its charging schedule this week.

The charging schedule was adopted at a full council meeting following receipt of an examiner's report which recommended that the schedule should be adopted without modifications (16-page / 8.27MB PDF).

From 1 July, residential developments within the borough will be subject to a CIL rate of £125 per square metre. A rate of £150 per sq m will apply to convenience retail developments, with a rate of £30 per sq m applying to student accommodation and a rate of £20 per sq m applying to care homes. All other types of development will be subject to a nil rate levy.

The examiner said in her report that, in setting the CIL charging rate the Council had had regard to "detailed evidence on infrastructure planning and the economic viability evidence of the development market in Epsom and Ewell".

"The charging authority has tried to be realistic in terms of achieving a reasonable level of income to address an acknowledged gap in infrastructure funding, while ensuring that a range of development remains viable across the authority area," she said.
