Developers of schemes within Epsom and Ewell Borough Council will be liable to pay community infrastructure levy (CIL) rates ranging between £20 per square metre and £150 per sq m, depending on development type, under proposals published by the Council.

The Council launched a consultation on its preliminary draft charging schedule (PDCS) (10-page / 598KB PDF) last week. Under the proposals in the PDCS, residential developments across the borough would be charged a CIL rate of £125 per sq m.

Student accommodation would be subject to a rate of £30 per sq m and care home developments to a rate of £20 per sq m. For convenience retail, the proposed rate has been set at £150 per sq m, with all other uses subject to a draft nil rate levy, including commercial retail, office, industrial and warehousing schemes.

The consultation will be open for responses until 19 August. The Council said it expects to adopt CIL by April 2014.
