Hambleton District Council has published its community infrastructure levy (CIL) preliminary draft charging schedule (PDCS) for consultation, with the highest proposed rates to apply to supermarket developments.   

The PDCS (8-page / 1.23MB PDF) sets out proposed rates to apply throughout the District, with the exception of the North York Moors National Park.

All residential developments for private market housing within the District are proposed to be subject to a rate of £85 per square metre.

For retail warehouses, which the PDCS defines as large format stores specialising in the sale of household goods (such as carpets, furniture and electrical goods), DIY items and other ranges of goods catering mainly for car-borne customers, the proposed rate is £45 per sq m.

The highest proposed rate, of £115 per sq m, is set to apply to supermarket developments and all other chargeable developments are proposed to be subject to a rate of £10 per sq m.

A zero rate levy will apply to public and institutional facilities, including education, health, community and emergency services.

The Council said its viability evidence had suggested that a single CIL charge across the District was appropriate on residential developments.

The consultation will run until 1 March. The Council said it hopes to adopt CIL by the end of the year.
