The Council's major planning development committee approved (170-page / 3.24 MB PDF) the plans under which 10.1 million square feet of land will be redeveloped to build 7,500 homes, including 1,500 affordable homes, as well as offices, hotels, work space, education, cultural and community facilities and a new five acre park. Capco said in a statement the scheme is expected to create 12,000 new jobs.
The masterplan, which is created by Sir Terry Farrell, is based on the concept of ‘Four Urban Villages and a 21st Century High Street’ and is inspired by "the best of London including garden squares, mansion blocks and open space". The masterplan stretches across both RBKC and the London Borough of Hammersmith and Fulham (LBHF). LBHF resolved to grant permission for the application within LBHF in September, alongside the already consented Seagrave Road scheme.
“We are delighted that the Earls Court Masterplan has now been approved by both RBKC and LHBF," said Capco chief executive Ian Hawksworth. "The project has real momentum and we look forward to working with the local authorities to deliver Sir Terry’s vision for a new urban quarter in this exciting part of London”.
Capco will now finalise its section 106 agreement with the local authorities. It said the agreement will provide for "significant investment in improvements in the area including transport, employment and training".
The Greater London Authority is expected to publish its stage 2 report on the masterplan in the next few weeks.
Pinsent Masons, the law firm behind Out-Law.com, advised Capco on the application. Planning law expert Richard Ford, who worked on the application, said: "This is the last planning piece of the jigsaw to come together in terms of approving the masterplan. There is clearly work to be done to deliver the masterplan but the whole Capco team has worked tremendously well to achieve this milestone."
The scheme is expected to take 15 to 20 years to complete.
