London and Regional has submitted a planning application to the City of London for a ten storey office-led development on Vine Street at the eastern fringe of the City.

Under the proposals, the existing six storey buildings at Emperor House on Vine Street and Roman Wall on Crutched Friars would be demolished and a ten storey building would be constructed to comprise 200,000 square feet of office as well as retail space at the ground floor.

The scheme will also provide improvements to the surrounding public realm, including re-paved footpaths around the site and a new piazza on India Street.

London and Regional said in its planning statement that it had finalised the application after "detailed consultation" with the City of London and a public exhibition. It said it had also held meetings with English Heritage because the site contains a section of the Roman city wall, which could potentially be placed within new exhibition space on the site.

The developer said that the setting of the retained Roman wall would be "significantly enhanced" by the scheme as it would be provided with public access which it currently does not have.
