The Council initially proposed CIL of £113 per square metre for new dwellings and £250 per sq m for large supermarkets, with a nil rate for all other development, in its preliminary Draft Charging Schedule.
Following consultation on that Schedule between October and December 2011, the Council referred the Schedule back to the Council's planning advisory group for further viability assessment work.
Between February and May further viability assessment was undertaken on behalf of the Council by Peter Brett Associates, and a "CIL Viability Supplementary Evidence" report was produced in May. The further study tested and assessed various affordable housing and residential CIL scenarios, and also looked at further evidence on retail viability.
As a result of the further report the Council concluded that it would not pursue a CIL charge for retail or any other non-residential uses, and it proposed a reduced CIL of £90 per sq m for all new dwellings whether created by new build or conversion.
The consultation runs until 20 August.
