The urban extension scheme will be delivered by Development Securities and Beyond Green Development. In addition to the new homes, of which 33% will be affordable, the 207-acre site will include 16,800 square metres of commercial space, up to 8,800 sq m of retail space, two primary schools, a hotel and landscaped public space. The scheme is expected to create up to 1,000 local jobs.
The developers entered into a 10 year promotion agreement in 2010 with a consortium of landowners to bring forward the planning application, which was submitted last year. The scheme forms part of the Council’s proposed ‘Growth Triangle’, which is expected to deliver at least 7,000 new homes by 2026 rising to 10,000 after 2031.
“We’re delighted that Broadland District Council has resolved to grant outline planning consent to our proposals for North Sprowston and Old Catton," said Beyond Green Group executive chairman Jonathan Smales in a statement. "A huge amount of work has gone into making the case for a sustainable new community here – not just by Beyond Green, the landowners and our partners Development Securities but by local people, councillors, community organisations and businesses who committed their enterprise, local knowledge and time to helping to define what a superb new community in Broadland might be."

Grant of planning permission will be subject to the completion of a Section 106 Agreement. Subject to consent, the scheme will be delivered in phases over 15 to 20 years. The developers said they anticipate to start construction in late 2015.
