The Preliminary Draft Charging Schedule proposes to charge £100 per square metre or £20 per sq m, dependent on the type of development proposed. It hopes to adopt CIL in May 2013.
Oxford City Council is not proposing to offer payments in instalments, and the full CIL payment will be due within 60 days of the date development commences, the Council said in its Preliminary Draft Charging Schedule (12-Pages / 274KB PDF). "[The lack of an option to pay by instalments] has been taken into account when testing the economic viability of development across Oxford to inform the Preliminary Draft CIL charge."
Residential development is planned to be charged at a flat rate of £100 per sq m, which would include sheltered housing, houses in multiple occupation and student accommodation.
The same £100 per sq m levy is also proposed for new developments including shops, financial and professional services, restaurants and cafes, drinking establishments and hot food takeaways.
However a smaller levy of £20 per sq m is proposed for residential accommodation in use class C2, which includes care homes, hospitals, nursing homes and boarding schools, or use class C2A, which covers secure residential institutions, including prisons, young offender's institutions, or military barracks.
A smaller levy of £20 per sq m is also proposed for development of other use classes, including business, general industrial, storage or distribution, hotels, non-residential institutions and assembly and leisure development.
All development types that are not included in the Preliminary Draft Charging Schedule table would be charged at a rate of £20 per sq m.
The consultation will be open for comments until 24 August.
