Portsmouth's planning committee has granted planning permission for three separate applications that all relate to the regeneration of Tipner in Portsmouth. The derelict site was formerly a greyhound stadium.

The proposed development includes plans to build nearly 600 homes, including the provision of affordable housing units. Additional applications relate to the clean up and regeneration of plots of land to make way for further development.

‪The planning applications relate to sites in the east of Tipner, and were submitted by the three major landowners in the area: the Tipner Regeneration Company, the local authority, and the Homes and Communities Agency (HCA), the national housing and regeneration agency for England.

‪The local authority and the HCA submitted a planning application which sought consent to build 80 new homes, 30% of which would be affordable. The application also sought permission to prepare the site and three other plots for future development.

‪Following a consultation, the clean up plans have been altered to minimise disturbances for local residents, the council said. Work on cleaning up the land is expected to start early next year.

A new junction is planned from a nearby motorway to make access links to Tipner easier. The Government announced nearly £20 million of funding to help the council start work on the project.

The third planning application was submitted by Tipner Regeneration Company (TRC), which was granted permission to clean up a site on Tipner and build 518 new homes.

 “Our vision for Tipner is really starting to become a reality, thanks to the funding for the new junction and this decision on these planning applications," said Councillor Mike Hancock, the council’s Cabinet Member for Planning, Regeneration and Economic Development."We’ve listened to local people and worked hard to minimise the disruption the clean-up operation will cause. "‪

“Regenerating Tipner will bring huge benefits, including new open spaces, parks and waterside walks, and much-needed new homes and jobs,” said Hancock.

‪The HCA is responsible for working to develop the Tipner project following the transfer of the sites from the South East England Development Agency (SEEDA) in September 2011.

‪The agency has also agreed to invest around £980,000 in the delivery of affordable housing in Tipner as part of its affordable homes programme.

A planning application for a proposed new motorway junction in Tipner was approved by the Council’s planning committee in March last year.
