Housing developments in the South Wales county borough Rhondda Cynon Taf will be subject to community infrastructure levy (CIL) rates of up to £100 per square metre, depending on location, under proposals in the Borough's draft charging schedule (DCS) (18-page / 2.54MB PDF).

The Borough launched a consultation on the DCS in June. It has proposed to divide its administrative area into three separate charging zones for residential developments.

A nil rate levy would apply in Zone 1, which covers the northern part of the borough. A draft rate of £40 per sq m will apply in Zone 2, covering an area in the eastern part of the borough, and a rate of £100 per sq m will apply in Zone 3, which covers the southern part of the borough.

For retail developments within Use Class A1 (shops),  the Council has proposed to set a borough-wide rate of £100 per sq m. Use Class A3 retail (restaurants and takeaways) will be subject to a rate of £25 per sq m if the proposals are adopted.  A draft rate of £60 has been set for primary healthcare developments.

The proposed rates in the DCS have not been changed from the rates set out in the Council's preliminary draft charging schedule, which it consulted on last year.

The consultation will be open for comments until 7 August. The Council said it expects to implement CIL in April next year.
